That is a great question! Even better is why are younger kids expected at school around 9 (when they've been up for hours!) And teenagers forced in at 7 (when they would all be a lot more personable with a couple extra hours sleep!)
I...personally would DIE if I had that problem. You see, I am what they call a NIGHT OWL and love to sleep in. At this point I have lucked out with getting one of my very own...however I do realize next year when we are in Kindergarten - this is, most likely, going to change. (Perhaps I will pray for an afternoon class!) :) But then that only last one year!!!! ugh!

Probably for the same reason that I wake up at 5:30AM on a morning I don't have to work, yet can't get up at 5:30 on a work day! :)
i would seriously croak! we only have one 5:30 in our day, thank the Lord for that.
